Quality Assurance Manual

The quality assurance manual covers both Building Consent Authority and Territorial authority building control functions. The purpose of this manual is to clearly define and provide easy access to all policies, procedures, processes, standard documentation and references associated with the building control functions used by the Building Units. This manual can also be used as a training tool for new employees.

Format

The manual has been set up as a PDF with navigational buttons that operate in the same way as a website.

Chapters

The manual is divided into separate chapters relating to different building control functions or activities.  Each chapter starts with a linked index page listing all the processes within that chapter.  The chapters are colour coded to match the navigation buttons within the document.  The navigation buttons for each chapter are found on the left-hand side of the page.

Within each chapter, the processes are presented in two formats; a process map and a text document. This is to cater to the different ways people access information as some people are visual thinkers and others are verbal thinkers.  Wherever necessary the processes also have links to other associated processes, documents, and websites.

Manual Instructions and Information

The manual is designed to be read in a PDF reader.  If read in a web browser, operating any links to websites will take you out of the manual and may not return you to the page you were reading. To download to your computer follow these instructions:

  • Open the Volume in your browser
  • Click File then Save As
  • This will bring up a dialogue box where you choose which folder to save it to
  • Make sure the file name is correct then Click save, you will now be able to open it in Adobe Acrobat Reader as a PDF

A new version of the manual is usually released in December or January. Your manager will receive an email notifying them of the update. There will also be a list of changes that have been made since the previous version. Please give a copy of this document to the person(s) who review your desk files so that they can check whether or not changes need to be made to the desk files.

Each Council in the Waikato Building Consent Group has different staffing structures, IT systems, and Electronic Document Management Systems. This determines how some process steps are delivered.  Desk files describe this detail.  Wherever a process refers to a desk file, the reader is advised to see their council’s internal desk file for this process.

These desk files define BCA specific procedures for addressing particular steps in a process.  In many cases, it may just be the location of a document or records in the BCAs document management system.  In other cases, the BCA may decide that no desk file is needed for the process or additional information should be recorded in the desk file.

Desk files should be kept as short as possible with computer training placed in a separate training document as competent officers are familiar with how to operate their computers and document management systems. (Note if your BCA has not separated out computer training materials from their desk files, ensure that this is achieved prior to your next IANZ assessment as everything in your desk files is auditable.)

The Quality Manual and all associated documents are reviewed annually as required by BCA Regulations 2006 – S17(5).  Refer to the Annual Audit and Review for more information about how the manual is reviewed and the schedule for this review.

PLEASE NOTE:
The BCAs of the WBCG is in the process of moving to online consenting systems. During the interim stage before WBCG moves to a single online, end–to–end consenting system, some BCAs will be implementing Alpha One as an interim solution. Therefore the following applies:

  • Alpha One (A1) checklists and letters are deemed acceptable as an alternative to WBCG checklists and letters.

  •  As many of the standard processes required are actioned automatically by the A1 software, these are also deemed to meet WBCG process requirements.

  • BCAs using A1 must declare this in their desk files e.g. for PR-CS-03a Receiving a Building Consent, PIM or major Amendment application: “Customers submitting online will do so through the Alpha One application portal. For submissions that are made by other means (email, mail, in person), the following applies…”

  • The following BCAs have implemented, or are in the process of implementing, the Alpha One Building Consent System:

    • Thames-Coromandel (A1 Version 2.0.15.4),

    • Waipa District Council,

    • Waitomo District Council

    • Hauraki District Council

    • Matamata Piako District Council
